PROFIL :

• Deep commitment to core values and ability to model those values in relationships with colleagues and partners. 7-10 years of progressively responsible experience in both direct project-based DMEL roles and in technical advising roles. Minimum of 3 years’ of experience managing staff.
• Master’s degree in anthropology, sociology, international development, or a relevant social science field preferred ; Bachelor’s degree in same fields with 5 years of applied research, M&E, or other experience in addition to 7-10 years of experience listed above accepted.
• Demonstrated experience applying quantitative and qualitative methodologies. Experience working with information, communication technology (ICT) related to data collection, analysis, visualization and/or presentation a plus.
• Experience using Excel, Access, and other statistical software such as SPSS, SAS or R for data collection and analysis and other project management purposes.
• Minimum 3 years’ experience applying major donor M&E standards (USAID, USDA, EU and/or other institutional donors).
• Knowledge of the DMEL related to program sectors such as agriculture, climate change, resilience, emergencies and gender desirable. Ability and comfort in ensuring results and quality standards are met in situations without direct line supervision of staff who are responsible for said results/standards. 
• Ability and experience analyzing and simplifying complex data and information contained in reports into products that respond to unique information needs of diverse stakeholders. 
• Experience managing consultants and ensuring that consultants meet contract objectives and deliverables. 
• Ability to act independently to achieve results agreed upon with supervisor. Experience with and commitment to working in a very diverse workforce. Professional written and spoken proficiency in English and French.
• Willingness to travel internationally up to 60% of the time (majority within West Africa), sometimes to remote locations with few amenities. Be a citizen of Burkina Faso or neighboring countries. 

PRINCIPALES RESPONSABILITES ET MISSIONS :

The Senior Regional Technical Advisor (SRTA) for M&E will participate in the West Africa regional team, supporting operations in Burkina Faso, Niger, Mali, and Mauritania. This position works closely with both the regional team and headquarter-based Program Quality and Technical Support (PQST) unit to ensure the region meets the organizational mandate of improving LWR’s evidence for the success of its programming. S/he will ensure alignment and compliance of projects proposed to and funded by restricted donors requirements. S/he will ensure oversee all M&E support to programs in the region, supervising the RTA for M&E who will be responsible for more hands-on support to country and project teams. The position will also represent the region and contribute to global DMEL efforts through the PQTS unit.

DUTIES :
• Ensure all projects in the West Africa region align with LWR’s Design, Monitoring, Evaluation and Learning (DMEL) Minimum Quality Standards.
• Serve as technical lead for DMEL for major proposals including collection and synthesis of needs assessment data, developing theories of change, advising on indicator selection, creating M&E staffing plans, ensuring all M&E staff and activities are sufficiently budgeted, and that all donor M&E requirements are met.
• Provide M&E technical support to prioritized organization projects for project implementation, in particular to the operationalization of project M&E systems, collection of baseline data, analysis of monitoring data during quarterly reflection meetings, data quality assessments, progress reports, development of terms of reference, and consultant management.
• Coordinate such support for other organization projects through the Technical Advisor for M&E. Provide and/or coordinate capacity building opportunities in DMEL to organization and partner staff in West Africa.
• Oversee the implementation of annual reviews of the quality of project M&E systems. Lead the annual budgeting and work planning related to regional DMEL priorities.
• Supervise the WARO Technical Advisor for M&E. Manage high priority consultancies (such as evaluations) and provide management and technical support to all other regional M&E consultancies. 
• Coordinate with organization Program Quality and Technical Support team to assess progress in building organization-wide DMEL capacity, identify high priority ongoing needs, and establish M&E team strategies and yearly priorities.
• Complete quarterly progress reports and attend monthly check-in calls. Ensure that the region has a beneficiary tracking system in place that can meet organizational requirements such as organization by the Numbers. Other duties as assigned.
