PROFIL :

  •  Hold a post-graduate degree in data science, international development, computer science, engineering, design or any other relevant discipline ;
  •  Have 2 to 4 years of professional experience in the areas of information technology, innovation, data, research, software development etc. preferably in the private sector ;
  •  Have development and programming skills as well as the ability to create and manage a database ;
  •  Have a good command of data management software and graphics ;
  •  Ability to establish and manage quality professional relationships, including the ability to navigate in a complex political environment ;
  •  Strong analytical, problem-solving, strategic planning and decision-making skills ;
  •  Be able to distil new ideas and knowledge from unexpected sources ;
  •  To be able to work with the TBI management team in Burkina Faso to establish a strong collaboration with the departments/agencies involved and to monitor project objectives ;
  •  Be able to work closely with TBI’s international network of strategy and service delivery consultants and contribute to TBI’s Private Sector development practice ;
  •  Be able to identify new project opportunities and share them with the management team in Burkina Faso ;
  •  Be able to work on your own initiative and as part of a team on joint projects ;
  •  Have good empathic listening skills and be accustomed to working with and integrating new perspectives ;
  •  Be curious and able to evolve in an emotionally demanding environment ;
  •  Have a good command of French and English (written and oral).

The Tony Blair Institute for Global Change (TBI) is a non-profit organization that aims to empower political leaders and governments to build open, inclusive and prosperous societies in an interconnected world. To do this, the Institute develops policies and advises governments.

MAIN RESPONSIBILITIES AND MISSIONS

The incumbent will thrive in an environment where the importance of personal initiative combined with teamwork is crucial. Above all, he/she will build effective relationships, gain trust and help shape and influence change within the Burkinabe government.
As such, he/she will be responsible for :

  •  Support the Presidency of Burkina Faso and the Ministries to identify new technology, innovative solutions and assist in their pilots or prototypes ;
  •  Mapping processes across the service delivery unit and using technology to improve the quality of internal services and the efficiency of work processes ;
  •  Work with assigned teams to design and develop intelligent solutions based on ;
  •  Provide recommendations for the improvement of the Government of Burkina Faso’s technologies (e.g. existing platforms, e-learning modules, data analysis, etc.) ;
  •  Work with the technological innovators of the Government of Burkina Faso to implement the proposed solutions at the national level ;
  •  Provide technical leadership and direction to BIT management staff in the use of technology solutions and innovative approaches to support activities ;
  •  Contribute to monitoring and evaluation processes in terms of data collection, analysis, performance monitoring and reporting ;
  •  Develop an in-depth understanding of the knowledge landscape and proactively propose solutions to address the opportunities and challenges of the delivery unit ;
  • Develop internal protocols and processes with relevant cross-functional team members ;
  •  Propose improvements in existing workflows, internal processes and external cooperation for greater efficiency and scalability.
